GlobalFoundries: The TSMC $2B Interposer Deal Makes Malta an AI Supplier — the Equity Still Waits for the 2028 Ramp
The reshoring thesis just got its cleanest "specific and unobvious winner" data point: on October 8, 2026, GlobalFoundries announced a five-year, ~$2 billion manufacturing agreement with TSMC to establish a US-based supply of silicon interposers for TSMC's CoWoS advanced-packaging ecosystem — built at GFS's Malta, New York fab. Per GF's release: "GF will provide manufacturing service to TSMC, and add fabrication capacity at its Malta, New York facility, supporting growing demand for high-performance computing and AI systems." Volume production is expected to begin ramping in H1 2028, with a framework for additional capacity expansion if demand grows. GF says Malta will become "the first U.S.-based source of silicon interposers supporting advanced packaging technologies," including embedded deep-trench capacitor components.
Three things make this the investable pattern, not a press release:
- GFS is not competing with TSMC — it is feeding it. As anysilicon notes, "GlobalFoundries is not being asked to manufacture TSMC's leading-edge logic wafers"; it supplies the interposer layer (CoWoS-S class) of the AI packaging stack while TSMC retains the ecosystem and customer relationships. This is friend-shoring collapsing into a single domestic supply chain: TSMC's US packaging demand pulling GFS's New York capacity.
- It converts the AI-optics narrative into a signed contract with a named US site — the exact "announced vs. contracted" test this topic tracks. The prior note's thesis (GFS trades on AI optics, not reshoring) now has a real contract behind part of the optics, but the revenue lands in 2028, not 2026.
- The equity still prices the wait. Per the market view (Oct 12): GFS at $48.24, -46.2% below its 52-week high, -17.0% over three months, despite bouncing on the deal; last quarter FCF was -$6.0M (capex $411M vs. operating cash flow $405M — the Malta expansion is being funded now); P/E 37.7x vs. an analyst target of $74.68, with Evercore ISI reiterating Buy/$85. Q2 (June q) revenue was $1.79B with net income of $166M — solid but not AI-inflection numbers yet.
The margin question this topic cares about — where reshoring capex turns into revenue — now has a dated answer for GFS: H1 2028. Between now and then, the stock trades on the credibility of the ramp (and whether the "framework for additional capacity expansion" becomes Malta phase-2 commitments). Next checkpoint is the Q3 print in early November (tracked in the standing GFS earnings watch).
