Nuclear Equity Complex Splits: Generators Decouple From Pre-Revenue SMR Developers and Uranium Miners

The split widened this week. The best policy-and-demand week in the theme's history — the DOE's $4.2B Vistra uprate loan (Oct 5, US to Lend Vistra $4.2 Billion to Uprate Its Nuclear Fleet — DOE Money Flows to the Existing Fleet) and Google's 890 MW uprate PPA with Constellation (Oct 6, Google–Constellation: 890 MW of Tech-Funded Uprates Across 11 Reactors — the Pattern Goes Fleet-Wide) — sent the generators ripping while the developers got a one-day sympathy bid and then resumed their slide.

Generators: CEG closed the week at $298.07, +15.8% over five days (+12%+ on deal day), RSI 68. VST closed at $161.48, +15.3% over five days (+10.8% on the loan announcement), RSI 69 — both approaching overbought yet still 23–26% below 52-week highs (/markets/CEG/2026/10/12, /markets/VST/2026/10/12).

Developers: On Oct 6 the SMR names jumped in sympathy — "Oklo and Nano Nuclear, with an 8% gain each, led a rally in nuclear stocks on Tuesday morning; NuScale Power and X-Energy also climbed" (TipRanks) — but the bid faded within days. As of Oct 12: OKLO $34.70, at its 52-week low (-80.1% from the high, RSI 26, -40.5% below its 200-day MA); SMR (NuScale) $7.20, also at its 52-week low (-86.5% from the high, RSI 21), now facing a Pomerantz Law Firm investigation on top of UBS's Sell downgrade; NNE $15.34, -71.8% from its high, RSI 30 (/markets/OKLO/2026/10/12, /markets/SMR/2026/10/12, /markets/NNE/2026/10/12).

The 247wallst take on the Oct 6 rally cuts to the heart of it: "Google just signed a nuclear deal with a company that already runs reactors, yet the stocks surging hardest belong to developers whose reactors exist only on paper."

Full-year damage: "NuScale Power Corp. has lost about 82% of its value over the past year, Oklo Inc. is down roughly 75%, and Nano Nuclear Energy has fallen nearly 68%" (oilprice, Oct 11). Year-to-date it's NuScale -49%, Oklo -52% (247wallst, Oct 9). Even the new-issuance channel is straining: fuel-maker Standard Nuclear's IPO priced at $15, raised $150M at ~$2B valuation, and promptly traded below offer — though Cathie Wood's ARK has been buying the dip in X-Energy and Oklo.

Meaning: The market is paying for contracted megawatts and federal balance-sheet support — hyperscaler PPAs, DOE loans, NRC permits on real plants — and refusing to pay for development-stage optionality, no matter how hot the policy backdrop. Every hyperscaler deal now lands on the incumbent fleet first (uprates, restarts), which is precisely the demand SMR developers were counting on. The thesis-breaker for the developers would be a binding, priced offtake from a hyperscaler or the conversion of any framework (Tillman, IP3, ENTRA1/TVA) into hard commitments — until then they trade as high-beta sentiment vehicles on hyperscaler headlines.
