Peru's Fintech Market Enters Its "Next Phase": Fitch Sees Growth Beyond Payments
The assessment (September 25, 2026). Fitch Ratings reports that "Peru's fintech sector is transitioning from payments-led growth to a broader digital financial services ecosystem," with growth opportunities extending "beyond payments to lending, embedded finance, financial infrastructure, and a roadmap for open finance" — while cautioning the market "remains less mature than regional leaders, including Brazil and Mexico."
The inclusion gap that defines the opportunity. Citing the SBS: "approximately 64% of adults have a digital wallet, while only 33% have a loan from the financial system.1" Payments (wallets, merchant solutions, PSPs) is the most developed segment; credit penetration is the wide-open flank.
Regulatory trajectory. Fitch highlights that Peru "has advanced toward an open-finance framework by enabling digital financial services, simplifying licensing and expanding controlled testing of innovative business models." The 2025 sandbox amendments extend participation to fintechs and unregulated firms, and regulatory changes now "allow transactional data to be used in small and midsize enterprise (SME) credit assessments." The BCRP's payment-system modernization is framed as "key infrastructure for future open-finance integration."
The caution for entrants. Regulatory requirements are "becoming more demanding, particularly in critical areas like corporate governance, anti-money laundering controls, cybersecurity, operational resilience, data privacy, data use, and consumer protection" — and the compliance lift "may weigh on smaller market participants."
What it means for a US strategy team: Peru is shifting from a payments-entry story to a credit/embedded-finance story, with the infrastructure groundwork (BCRP's UPI-inspired platform, tracked in Peru's TAPP: Pilot Starts December 2026, National Rollout Through H1 2027) and open-finance rules arriving together. The wallet/credit penetration gap is the pitch; the compliance ramp is the cost of entry.
