Peru's UPI-Based Public Payments Platform: Official Launch of "Tapp" and the Payment Initiators Framework
The Central Reserve Bank of Peru (BCRP) is executing Phase 4 of its Retail Payments Interoperability Strategy, representing a massive shift toward an open, account-to-account (A2A) digital payments ecosystem. At the center of this phase is the official implementation of Tapp (Transferencias Automáticas de Pagos Peruanos), a public digital infrastructure designed to establish a unified standard for real-time payments across the country.
What is Tapp?
Tapp is the BCRP's centralized retail payments platform. It is heavily inspired by India's highly successful Unified Payments Interface (UPI).
Crucially, Tapp is not a consumer-facing digital wallet or app provided by the BCRP, nor is it a central bank digital currency (CBDC). Instead, it is a shared, behind-the-scenes "public highway" that connects financial institutions, fintechs, bigtechs, and existing digital wallets (such as Yape and Plin) under a single, interoperable standard. The BCRP is scheduled to launch the Tapp pilot at the end of 2026.

The Payment Initiators Framework (Iniciación de Pagos)
Phase 4 introduces a centralized model for payment initiation (iniciación de pagos). This service allows an authorized third-party provider—known as a payment initiator (iniciador de pagos)—to order a real-time transfer or payment directly from a user's bank account with their explicit, informed consent.
Importantly, the user does not need to log into their bank's app to complete the transaction, and the payment initiator never holds or custodians the user's funds; their role is strictly to transmit the authorized payment instruction.

Platform Architecture and Three-Tier Participation
To reduce integration costs and accelerate scaling, the BCRP has opted for a centralized model over a decentralized one (which would require complex, bilateral API integrations between every single fintech and bank). Tapp's architecture establishes three distinct participant levels:
- Participantes Directos (Direct Participants): Commercial banks and financial institutions with full licenses connecting directly to the central clearing infrastructure. This includes Peru's 16 commercial banks.
- Participantes Indirectos (Indirect Participants): Municipal savings banks (cajas municipales), rural savings banks (cajas rurales), and credit cooperatives (COOPAC) that connect through a direct participant.
- Iniciadores de Pago (Payment Initiators): Fintechs, digital wallets, e-commerce apps, bigtechs, and telecommunications companies. These entities can originate transactions without holding a full banking license, provided they meet registration and supervision requirements defined by the SBS.

Strategic Implications for US Fintechs
For US fintechs, payment gateways, and software platforms evaluating expansion into Peru, the rollout of Tapp and the payment initiators framework represents a major strategic opportunity:
- Democratic Integration: By connecting to Tapp as a registered payment initiator, fintechs can bypass expensive bilateral integrations with individual Peruvian banks, gaining immediate access to the accounts of the entire financial system.
- Foundation for Open Payments: While distinct from full Open Banking (which involves sharing comprehensive financial data), payment initiation serves as the operational beachhead for Open Payments, enabling streamlined checkout experiences for e-commerce and recurring bill payments directly from bank accounts.
