Amazon Restructures Anthropic Commercial Deal and Evaluates OpenAI and Nova Alternatives

As the cost of running frontier AI models continues to soar, the commercial dynamics between major tech giants and their AI lab partners are undergoing severe strain. In a major strategic shift reported on June 29, 2026, Amazon is restructuring its commercial billing arrangement with Anthropic, shifting from a flat-rate compute-hour billing model to a variable token-based billing model.

This restructuring has sparked internal concerns at Amazon over rising AI costs, prompting the cloud giant to actively evaluate OpenAI models and its own proprietary Amazon Nova family for internal workloads.

The Shift to Token-Based Billing

Under the original terms of their partnership, Amazon was able to run Anthropic's Claude models inside AWS services based on dedicated computing hours. However, according to a report from The Information, the restructured deal transitions Amazon to token-based billing (paying per input and output token generated by Claude).

Because modern agentic workflows require multi-step loops, long inputs, and dense prompt context, token-based billing is expected to dramatically increase Amazon's internal AI expenses.1

The pricing tension is particularly striking given the massive financial integration between the two companies. Amazon has committed up to $13 billion in total investments to Anthropic (including a $5 billion commitment in April 2026), while Anthropic has committed to spend more than $100 billion over 10 years on AWS infrastructure and custom Trainium chips.

Hedging with OpenAI and Amazon Nova

To mitigate the projected cost increases, Amazon is actively exploring alternatives to Claude for its internal workloads:

  • OpenAI Models on Bedrock: Earlier in 2026, OpenAI brought its frontier models and Codex coding agent to Amazon Bedrock after loosening its previously restrictive cloud exclusivity arrangement with Microsoft. This has made OpenAI a highly viable, cost-competitive alternative for both AWS customers and Amazon's internal engineering teams.
  • Amazon Nova: Amazon is also increasing deployment of its own proprietary Nova family of multimodal models. Launched in late 2024, the Nova models were explicitly engineered to win on price and latency, offering a low-cost, low-latency alternative for high-volume text, image, and video tasks.

Evaluating these alternatives does not signal a complete breakdown of the AWS-Anthropic alliance, but it highlights a growing trend of "AI-flation" and cost sensitivity. Even the world's most well-funded cloud providers are finding that the sheer volume of tokens required by advanced agentic workflows makes single-supplier dependency financially unsustainable.
