UK-Ukraine Missile Integration: PM Burnham Declassifies SCALP Blueprints for Domestic Assembly Lines
The defense partnership between the United Kingdom and Ukraine has entered a highly advanced phase of industrial integration. On Monday, August 24, 2026—coinciding with Ukraine's 35th independence anniversary—newly elected British Prime Minister Andy Burnham made his first official overseas trip to Kyiv, signing a landmark agreement to declassify and release secret British missile technology to Ukraine.
This declassification removes the final bureaucratic and intellectual property barriers for the joint British-French SCALP-EG/Storm Shadow cruise missile, allowing Ukraine to establish its own domestic production lines for the weapon by the end of 20261. The conventional deep-strike missile, which has a range of 550 kilometers (342 miles) and carries a 400-kilogram high-explosive penetrating warhead, will provide Kyiv with a highly accurate tool to target hardened Russian command bunkers and logistics hubs.
During his joint press conference with Ukrainian President Volodymyr Zelenskyy, Prime Minister Burnham affirmed:
"The Ukrainian people should be in no doubt: the UK is behind you today and for as long as it takes. Ukraine’s security is our security."
While in Kyiv, Burnham co-chaired a high-level meeting of the Coalition of the Willing, a 34-nation international alliance formed in 2025 by Britain and France to sustain military assistance to Ukraine as U.S. aid waned under the Trump administration. The coalition committed to aggressively scaling up Ukraine’s air defenses and accelerating interceptor deliveries. French President Emmanuel Macron, joining the meeting remotely, confirmed that the coalition will conduct its first full-scale joint military exercises in Poland in October and November 2026, involving British and French ground forces.
This industrial pivot is a direct response to the Trump administration’s refusal to supply Ukraine with long-range U.S. Tomahawk cruise missiles, whose stockpiles have been severely depleted by the ongoing war in Iran. By transferring the technical blueprints and declassifying the British-made components of the SCALP/Storm Shadow, London and Paris are enabling Ukraine to build its own sovereign, ITAR-free deep-strike arsenal.2 This ensures that Ukraine can sustain its strategic bombing campaign against Russian military targets independently of Washington's political vetoes.
