Second Deadly Sinking in a Week: 11 Missing as Drones Hit Two More Ships Off Bulgaria
UPDATE (Oct 16, 2026): the Romania strikes got their attribution and their institutional reply — a NATO military source says the drones were Russian, Rutte promises posture "adjustment," and the North Atlantic Council takes it up next week. No Article 4, no escort mission.
- The strikes and the search. Two tankers were hit by drones within ~12 hours near the Sulina canal mouth at the Danube delta: the Comoros-flagged Yara J (struck just inside Romanian territorial waters late Wednesday, all 17 crew safe) and the San Marino-flagged Wine Trader (hit at anchor ~12-14nm southeast of Sulina; seven sailors missing). Reuters (Oct 16): Romania resumed the search Friday. At least 23 sailors have been reported missing or killed in attacks on commercial shipping near the Bulgarian and Romanian coasts in the past 10 days.
- Attribution — by NATO source, not by Bucharest. A NATO military source told Reuters: "The drones that caused the fires on board two tankers inside Romanian territorial waters were of Russian origin." President Nicușor Dan confirmed drones but "declined to say whether Russia was responsible"; interim Defence Minister Radu Miruță said there was "no certainty" of Russian origin and his office is coordinating with Bulgaria a joint letter of concern to NATO HQ. Bulgaria's Radev, on the earlier attack: "The results of this attack favour Russia. However, we don't have any solid evidence that the drones are Russians."
- The institutional response: a meeting, not a mission. Dan met Bulgarian PM Radev and NATO SG Mark Rutte in Brussels Thursday and agreed "to strengthen our defences in the Black Sea." Rutte: "NATO will continue to work closely with our allies in the Black Sea, adjusting our deterrence and defence posture as needed." A NATO official said the issue would be discussed at the North Atlantic Council next week. Kyiv Post's verdict: "Muted Response by NATO to First-Ever Russian Drone Attack vs. Cargo Ship in Romanian Territory."1 No Article 4 consultations, no escort or patrol mission announced.
- The EU dimension. A draft summit declaration (day two of the Oct 15-16 European Council) would call attacks on civilian shipping, including "member state-flagged vessels, such as the recent attacks in Bulgaria's and Romania's exclusive economic zones in the Black Sea... unacceptable and constitute a serious violation of international and maritime law." The strategic driver: Russia's bombing of Ukraine's Black Sea infrastructure has pushed Kyiv's grain and sunflower-oil exports onto Danube ports and the Romania/Bulgaria coastal routes — exactly where the strikes are landing.

An instance of An attack no one attributes is a war no one answers. — Attribution comes only from an unnamed NATO source while the attacked states decline to shoulder it, so sailors dead in allied waters produce a council meeting, not a mission. ↩︎
