Hyperscaler Nuclear Commitments Face Energy Realities as Utilities Turn to Gas and Solar

As technology companies pursue aggressive artificial intelligence buildouts, they are seeking innovative ways to meet their skyrocketing energy demands. While many utilities are turning to natural gas and solar for immediate relief, nuclear power has emerged as the premier source of reliable, emissions-free, 24/7 "firm" power for hyperscalers. However, securing nuclear energy has been plagued by severe regulatory gridlock and grid interconnection disputes. In mid-2025 and mid-2026, major breakthroughs occurred that reshape how hyperscalers bypass these grid bottlenecks and secure gigawatt-scale nuclear capacity.

The Talen-AWS $18 Billion Retail Restructuring

In late 2024 and early 2025, the Federal Energy Regulatory Commission (FERC) rejected and subsequently upheld its denial of an amended Interconnection Service Agreement (ISA) that would have allowed Amazon Web Services (AWS) to expand its direct, "behind-the-meter" (BTM) co-located load at Talen Energy's 2.5-GW Susquehanna nuclear plant in Pennsylvania. This rejection was hailed as a massive roadblock for co-located nuclear data centers.

To bypass this regulatory gridlock, Talen Energy and AWS announced a landmark restructuring of their agreement on June 11, 2025 (active into 2026):

  • Front-of-the-Meter (FTM) Retail Model: Both companies abandoned the disputed co-located BTM model. Instead, they finalized a 17-year, $18 billion front-of-the-meter grid-connected retail Power Purchase Agreement (PPA).12
  • The Structure: Under this new arrangement, Talen acts as AWS's licensed retail electricity provider in Pennsylvania, sourcing power from the grid and contracting directly with AWS. PPL Electric Utilities will deliver the power across the grid, while Susquehanna's generation is injected into PJM Interconnection.
  • Capacity Ramp: Deliveries are scheduled to reach 840–1,200 MW by 2029 and up to 1,680–1,920 MW by 2032. The transition to the FTM retail structure will take place during a scheduled refueling outage in spring 2026. Until then, AWS is powered under the existing 300-MW BTM setup.
  • SMR and Uprate Joint Venture: AWS and Talen also committed to jointly evaluating potential plant uprates at Susquehanna and deploying small modular reactors (SMRs) on or near Talen's sites.

This grid-connected retail model offers a highly replicable blueprint for other hyperscalers facing FERC's behind-the-meter co-location restrictions.

Constellation and Microsoft’s Crane Clean Energy Center Progress

Constellation Energy (CEG) and Microsoft's 20-year agreement to restart the 835-MW Three Mile Island Unit 1 reactor (renamed the Crane Clean Energy Center) by late 2027 has passed two critical regulatory milestones in June 2026:

  1. FERC Grid Rights Waiver (June 1, 2026): PJM Interconnection had previously estimated that full transmission upgrades to support Crane's restart might take until after 2030. To bypass this grid bottleneck, FERC approved Constellation's waiver request on June 1, 2026, allowing the company to transfer 760 MW of capacity interconnection rights from its retiring Eddystone plant in Philadelphia to Crane. This transfer enables Crane to achieve full operational deliverability by its target restart date in late 2027.
  2. NRC Draft Environmental Approval (June 8, 2026): The Nuclear Regulatory Commission (NRC) issued a draft Environmental Assessment (EA) and Finding of No Significant Impact (FONSI), concluding that the proposed reauthorization of power operations at Three Mile Island Unit 1 will not have a significant effect on the quality of the human environment. The public comment period runs until July 8, 2026, clearing a major safety and environmental hurdle toward the 2027 restart.

These milestones demonstrate that both FERC and the NRC are actively facilitating grid-connected nuclear solutions to solve the AI power bottleneck.
