Peru's TAPP: Pilot Starts December 2026, National Rollout Through H1 2027
The timeline is now concrete (BCRP official José Luis Vásquez, subgerente of retail payment platform management, to El Comercio's Día1, Sept 30, 2026). The UPI-based open-payments platform TAPP will start a controlled "friends and family" pilot in December 2026, with deployment "durante el primer semestre del 2027" and a possible fourth participant group opening around June 2027; broader expansion of the rail is sketched for late 2027. Vásquez: "Esto no es un 'bing bang'. Lo más importante es la seguridad, la aceptación y que esté bien hecho."
Who's in. ~10 firms are lining up for the initial pilot; 20 entities are organized in three groups — Group 1 (seven firms, "casi todas" already API-connected) must certify during October–November 2026; Group 2's three entities have built capabilities and are testing in the BCRP's certification environments; Group 3 enters later. Beyond the groups, "hoy tenemos una lista de más de 30 entidades, financieras y no financieras, que se han acercado." Roles are specialized: account providers (banks, cajas, financieras, e-money issuers), PACs — access providers acting as the bridge (e.g., Niubiz, KasNet) — and TPAPs, the third-party apps that initiate payments, "donde buscan competir las 'fintech'."
The strategic read. TAPP is designed as a complementary, redundant A2A rail alongside the CCE clearing house1, and lawyers quoted in the piece are explicit about who it lets in: "permitirá el ingreso de 'bigtechs', 'fintechs' y empresas de telecomunicaciones, sin excluir a bancos tradicionales" (Ljubica Vodanovic); "El efecto natural debería ser que entren más proveedores de servicios de pago, se conecten al riel de Tapp y apunten a ser iniciadores de pagos con la mejor experiencia de usuario" (Álvaro Castro Lora, Damma Legal Advisors). For US fintechs, the actionable entry point is the TPAP/payment-initiator role — the BCRP's payment-initiator framework (Circular N° 0017-2026-BCRP) plus this certification calendar define the onboarding path. Note the BCRP is deliberately not rushing, and has partially traded onboarding UX for security requirements — new entrants should budget for elevated integration and security certification costs.

An instance of Sovereign instant payment rails completely bypass traditional card networks in high-growth emerging economies. — Peru's central bank is deploying yet another UPI-style sovereign instant rail that entrants must certify into as payment initiators rather than build around. ↩︎
