UK Bypasses US Export Controls with ITAR-Free "Project Brakestop" Missiles for Ukraine

In a major shift toward defense sovereignty, the British government has unveiled three prototype long-range strike missiles developed under "Project Brakestop." These weapons are designed for Ukraine's military to strike deep into Russian territory while being manufactured entirely without US components, thereby bypassing Washington's ITAR (International Traffic in Arms Regulations) export controls and political leverage.123

The development of Project Brakestop began in November 2024, following prolonged delays in US authorizations for long-range systems like the ATACMS and the joint UK-French Storm Shadow, which relies on US guidance systems and cartographic data. To circumvent this, the UK Ministry of Defence's Task Force Kindred (TFK) commissioned low-cost, mass-producible alternatives. Following successful spring trials at the Hebrides range in Scotland, the MoD expects one or more of these missiles to be delivered to Kyiv by the end of 2026.

Three UK-based companies are developing the prototypes:

  • MBDA UK is producing the "Crossbow," which employs an in-house visual navigation system to achieve full freedom of maneuver without American guidance technology.
  • MGI Engineering is utilizing advanced composite materials and aerodynamics pioneered in Formula 1 racing to build the "Tiger Shark," using a non-US navigation system designed by the German-US firm Auterion.
  • Rotron Aerospace is developing a propeller-driven version that sacrifices speed to maximize range.

The MoD requirements specify that Brakestop missiles should be manufactured in quantities of 20 per month at a unit cost of approximately £400,000 (excluding the warhead), carrying a 225kg payload—roughly half that of a Storm Shadow but at a fraction of the cost. This initiative reflects a broader acceleration across European defense industries to design "ITAR-free" systems, anticipating a continued US pivot away from Europe under President Donald Trump.
