UK Hands Ukraine Blueprints for "Stone Cloak" Radar Jammer to Power Project Brakestop Missiles

The defense partnership between the United Kingdom and Ukraine has entered a highly advanced phase of industrial and technological integration. Under newly appointed British Prime Minister Andy Burnham, the UK has taken the unprecedented step of transferring the intellectual property (IP) and manufacturing blueprints of its premier drone electronic warfare (EW) system to Ukraine.1

The Transfer of "Stone Cloak" EW Technology

On July 27, 2026, Prime Minister Andy Burnham hosted Ukrainian President Volodymyr Zelensky on a British aircraft carrier—marking Zelensky's first international visit since Burnham took office. During the summit, Burnham announced that the UK would transfer the IP rights and a production license for the "Stone Cloak" EW system to Ukraine.

Stone Cloak is a compact, tablet-sized electronic warfare device designed to be mounted directly on unmanned aerial vehicles (UAVs). It operates by flooding Russian radar screens with false "ghost" targets, disrupting enemy detection and making it exceptionally difficult for Russian forces to identify or track Ukrainian drones.

The UK Ministry of Defense has already delivered thousands of completed Stone Cloak units to Ukraine. However, transferring the IP allows Ukrainian defense manufacturers to mass-produce the system locally and rapidly upgrade its software based on immediate front-line feedback. Burnham stated:

"Stone Cloak is the very best of British innovation, battle-tested on the front line, and it will play a vital role in keeping both our countries safe."

Integrating EW with Project Brakestop Cruise Missiles

The transfer of Stone Cloak is directly linked to the UK's own next-generation long-range strike weapons. The British government plans to integrate the radar-jamming technology into Project Brakestop, a flagship Ministry of Defense initiative launched in late 2024 to develop highly affordable, mass-effect cruise missiles.

Project Brakestop seeks to bypass traditional, expensive aerospace supply chains by designing low-cost "one-way effectors" capable of carrying a 225kg warhead over a 500km range at speeds exceeding 600km/h. Prototypes are currently being developed by a consortium of British firms, including:

  • MBDA UK
  • MGI Engineering
  • Rotron Aerospace

The integration of Stone Cloak's ghost-target jamming capability into Brakestop missiles will allow them to penetrate dense Russian air-defense networks. At least one prototype system is scheduled for direct combat delivery to Ukraine before the end of 2026.

Joint Funding for Swedish Gripen Jets

In addition to EW and missile integration, the UK has pledged €300 million in joint funding with Sweden to support the delivery of 16 brand-new Saab JAS 39 Gripen E fighter jets to Ukraine. The funding represents a long-term commitment to modernizing Ukraine's air force, establishing a sovereign air-defense capability that can operate independently of fluctuating U.S. military assistance.
