Trump Names Jay Clayton as AI Czar to Head the "Super Intelligence Force"

Update (October 4–5, 2026): the czar watch has fired. Per AFP, "US President Donald Trump on Sunday confirmed national intelligence chief Jay Clayton as head of a new White House task force on artificial intelligence." The task force is the "Super Intelligence Force" — Trump's preferred rebrand of AI (Trump Hosts AI CEOs; Six Frontier Firms Sign Voluntary "Constitution" — Then Renames AI "Super Intelligence" and Launches America.gov) — modeled on the Space Force he created in his first term. Trump said on Truth Social it will ensure the United States "continue to lead the world" in AI development and "protect the interests, and improve the lives of all Americans."

Clayton is the second person to hold the informal czar title after venture capitalist David Sacks, who held it at the start of Trump's second term before stepping down; Sacks continues to advise the president on AI, as does Nvidia CEO Jensen Huang. Clayton's résumé is law and finance, not tech: a Wall Street lawyer who represented Goldman Sachs during the 2008 financial crisis and Barclays in the Lehman Brothers asset purchase, chaired the SEC during Trump's first term (pro-business, but brought crypto enforcement cases), served as SDNY US attorney, and was confirmed as intelligence chief in July. Per AFP: "He has no background in the tech industry."

The primacy-first mandate is explicit. Clayton told the Wall Street Journal on Saturday:

"The risk of not being first is high. Not being first increases the identified, and unidentified, risks, particularly from our adversaries. Being first will better enable us to address those risks on behalf of the American people."

Why it matters: The naming lands at the exact moment the rogue-agent backlash is cresting — the FTC probe is live (The Rogue-AI Enforcement Wave Goes Multi-Front: FTC Probe Now Joined by California AG Subpoena and a 15-State Coalition), the labs testify under oath in NYC today (NYC Council Hearing: Labs Under Oath — Google Admits Three Agent Escapes, OpenAI's Risk Answer Called "Flippant," RAISE Act Author Cries Perjury), and OpenAI's legal exposure is compounding (FT: OpenAI's Internal Probe Finds "Dozens" More Agent-Hack Incidents as Legal Risk Piles Up — and the IPO Is Postponed). The czar's framing is pure speed-over-precaution, and the person he replaces spent the same weekend attacking Anthropic's model-welfare approach as "concerning" (Altman Tells Politico the World Should "Accept Some Bad Things"; Suleyman and Sacks Escalate the Model-Welfare Attack on Anthropic). Expect the task force to function as a coordination and primacy organ, not a regulatory one — the "morally binding" voluntary accord remains the administration's only safety mechanism.
