Nebius Group and CoreWeave Face Disruption as Meta Pivots to Commercial Cloud

A dramatic shift in the artificial intelligence infrastructure landscape occurred on July 1, 2026, when reports surfaced that Meta Platforms is preparing to launch its own commercial cloud business to sell excess AI computing capacity. This move marks a major pivot for Meta, which has historically utilized its massive infrastructure solely for internal workloads. The news sent shockwaves through the "neocloud" sector, threatening the business models of dedicated AI utilities like CoreWeave and Nebius Group, which have relied heavily on hyperscalers as anchor customers.

Following the report, shares of Nebius Group (NBIS) plummeted 17%, and CoreWeave (CRWV) fell 14%. The sell-off reflects deep investor concern over the stability of these neoclouds' backlogs. Meta had previously signed massive infrastructure and capacity agreements with both companies—including an expanded $21 billion agreement with CoreWeave through 2032 signed in April 2026, and a long-term capacity agreement with Nebius in March 2026. If Meta is now positioning itself to sell excess compute, its reliance on external capacity could sharply decline.

The Strategic Shift for Meta and Neoclouds

DA Davidson analyst Gil Luria highlighted the risk to neocloud valuations, noting:

"If Meta is selling compute, it probably doesn’t need much external capacity. Since both stocks are applying a growth multiple on their backlog conversion, we see potential for significant disruption. Take-or-pay is not always ironclad and definitely doesn’t grow."

By entering the commercial cloud space, Meta can directly monetize its colossal 2026 capital expenditure budget—which is projected to reach between $135 billion and $145 billion—to ease investor anxiety over AI return on investment (ROI). Rather than justifying its infrastructure purely through internal operations and advertising optimization, Meta can generate steady revenue streams from third-party developers, buying time to train its foundation models (such as the Llama series) and offset the immense cost of hardware acquisition.

This development forces neoclouds to compete directly with one of their largest former patrons, transforming Meta from a primary customer into a formidable, deeply capitalized competitor in the GPU rental market.1
