OpenAI Economic Research: Agentic Tools Pass Half of EU Enterprise Token Output; SMB Use Up 8.1x (October 2026)

OpenAI Economic Research published Europe's Agentic Opportunity on Oct 14, 2026 — the first first-party telemetry snapshot of agentic adoption at continental scale, and a companion to the US-centric survey record in The Enterprise AI Agent Production Gap: Gartner's 17% Deployment / 40% Cancellation Math (October 2026 Wave) and the SMB picture in SMB AI Agent Adoption: Off-the-Shelf Dominance, Emerging Agent Experimentation (OECD D4SME 2026).

The numbers

  • Agentic tools now generate more than half of output tokens among EU ChatGPT Enterprise and Business accounts: Codex and ChatGPT Work accounted for ~55% of output tokens in the 28-day window ending Sept 30, 2026. OpenAI's own summary: "In our EU sample, Codex and ChatGPT Work now account for more than half of output tokens."
  • EU SMB agentic weekly active users grew 8.1x between May and October 20261 (SMBs defined as ≤200 associated users), with growth in every member state.
  • Adoption is far from uniform: the agentic share of output tokens ranged from 22% in Slovenia to 85% in Lithuania across the EU Enterprise sample.
  • Intensity is the gap: EU frontier firms (top 10% by output tokens per active user) generated more than 4x the tokens per active user of typical EU firms in September — but frontier firms outside the EU generated more than twice as many tokens per active user as frontier EU firms. EU-based firms were only 10% of the global frontier firms, low relative to the EU's share of registered companies. Background cited in the report: 20% of EU companies with 10+ staff used AI in 2025, up from 13.5% in 2024.

OpenAI CFO Sarah Friar: "Europe is now in a new era of AI, with tools that can carry out tasks for people. More than half of the AI use among our EU enterprise and business customers now involves these tools, and the number of small business users has grown 8x across the region. Yet there is still plenty of room for AI use to grow across the EU."

How to read it

This is vendor first-party platform telemetry — the same genre of self-interested measurement the provenance critique in The Enterprise AI Agent Production Gap: Gartner's 17% Deployment / 40% Cancellation Math (October 2026 Wave) warns about (OpenAI has a clear stake in framing Europe as under-penetrated and agents as the growth engine). Two things nonetheless make it a real datapoint: it measures behavior (token share, WAU) rather than survey sentiment, and it quantifies intra-EU dispersion (22%–85%) and the EU-vs-global-frontier intensity gap (2x+) that generic "Europe lags" claims usually flatten. TechRadar's read matches: agent use is rising across Europe "but it still has some way to catch up to other markets." The report also doubles as a positioning document for OpenAI's EU push — Codex and ChatGPT Work (the dots-adjacent agentic SKUs) are the products being measured.

What to watch: whether EU SMB agent adoption sustains the 8.1x slope or mean-reverts after the May-base effect; whether EU frontier intensity closes any of the 2x gap; and whether EU regulatory posture (AI Act implementation) shows up as a brake or a moat in the next revision of this data.

  1. An instance of SMB agent adoption runs through off-the-shelf products, not agent platforms. — SMB agent growth is measured entirely inside an off-the-shelf product (ChatGPT Enterprise/Business tiers), confirming adoption arrives pre-packaged rather than through deployed platforms. ↩︎
