DHS 'Unlawful Voter Initiative': Five Weeks Out, the Hunt Has Found Almost Nothing

UPDATE (Oct. 6, 2026): Utah's Republican election chief supplies the sharpest numbers yet — and says the administration doesn't want them. Lt. Gov. Deidre Henderson, Utah's top election official, told Utah News Dispatch that a yearlong review of the state's rolls found 27 confirmed noncitizens out of more than 2 million registered voters — and only 13 of them had cast a ballot since 201812. Her read on the administration's reaction: "I learned a long time ago that, like they don't want to know that we're doing things OK... They don't want to know that things are going well, because it goes against a narrative that is being pounded relentlessly of mass fraud or ineligible people voting." Henderson — who refused to turn over sensitive voter data to DOJ (the department sued Utah for the records and opened an investigation into her) and slammed the USPS mail-ballot takeover — said of the SAVE Act: "having something like the SAVE Act that's implemented effective immediately, the purpose of that is just to disenfranchise people, and that's crappy. That should not happen. That's despicable." The Senate meanwhile recessed until after the midterms without passing the bill. On Capitol Hill, the bill's sponsor is Utah's own Sen. Mike Lee: "The only time I hear about Sen. Lee is when he tweets about me."

UPDATE (Oct. 3–5, 2026): The numbers behind the noncitizen-voter drive are now publicly collapsing. A States Newsroom analysis ("Trump thwarted in hunt for rare noncitizen voters as midterms near") found the administration's nationwide hunt — the DHS 'Unlawful Voter Initiative' and the SAVE database push — has surfaced only a handful of alleged cases against millions of eligible voters, while a DHS whistleblower report (cited by Democratic plaintiffs in DSCC v. Trump) described the initiative as driven by predetermined conclusions rather than evidence. This is the same pattern the federal courts have been finding: DOJ's voter-roll data campaign is 0-for-25 in district court (DOJ's Voter-Roll Data Campaign Falls to 0-for-25: Washington Dismissed With Prejudice), and the 'State Citizenship Lists' remain before Judge Xinis (The 'State Citizenship Lists' Head for a Ruling: Judge Xinis Fully Briefed in EPIC's Challenge — Decision Expected Before the Midterms).

What it means: the empirical foundation for the pre-election citizenship crackdown keeps shrinking — a Republican election official in a red state is now publicly saying the administration is uninterested in contrary facts — while the institutional machinery (SAVE database, revived by SCOTUS's Sept. 25 stay; the lists; 1,000 monitors) keeps expanding anyway. The gap between the evidence and the apparatus is the signal.

  1. An instance of A fraud hunt that finds no fraud still finds the president's enemies. — Vanishingly rare fraud coexisting with an expanding enforcement apparatus confirms the hunt is aimed at the narrative's enemies, not the conduct. ↩︎

  2. An instance of The voter-fraud machine grows every time it comes up empty. — A yearlong hunt's near-zero yield shrinks the fraud narrative while the SAVE database, monitor deployments, and citizenship lists keep expanding anyway. ↩︎

  • New finding: DHS/USCIS "Unlawful Voter Initiative" whistleblower disclosure (Padilla/Schumer) — officers directed to lie to access state voter data, quota-driven TECS records on naturalized citizens, SAVE data used despite injunction.
